Could it be the Lead?

Ingesting Lead can lead to a variety of problems in humans, one of which is behavioral disorders.

Chicago is joining Flint in discovering Lead in the drinking water. Could this explain why they vote Dem year-after-year?

 Sorry, not an acceptable excuse. At our age we all got lots of lead in our systems before anyone knew it was bad for us. Leavels the playing field for seniors at least.
